TOGLIATTIAZOT: ‘WE WORK UNDER TIGHT CONTROL’

Togliattiazot follows all the requirements set by the environmental regulatory bodies during the periods of adverse weather conditions.

Togliattiazot is one of the largest chemical producers located in the proximity to Togliatti. Subject to its strategic upgrade program, during the period of up to 2022 the company plans to invest about RUB 80 billion in the full-scale overhaul and renovation of all production facilities, including seven ammonia production units and two urea units. Under this program, biological treatment plants and rail infrastructure are also expected to be upgraded. The program is being implemented taking into account the latest solutions for the reduction of industrial impact on the environment. Over the past five years, the plant has spent RUB 2.26 billion on environmental activities, including RUB 498.5 million paid last year. The chemists regenerate Togliatti forests seriously affected by great fires of 2010, remove unauthorized landfill sites, regenerate the Volga River bio-resources by releasing juvenile fish of various species. The company acts as a social partner of the unique National Park ‘Samara Luka’.

“It is obvious that all enterprises have certain impact on the environment. Our plant is located at a distance of 12 km from the nearest point of the city where Komsomolsky district starts. While advocating the environmental protection ideas, we organise all the events in strict compliance with the requirements set by the Federal Service for Supervision of Natural Resource Usage (Rosprirodnadzor) and Federal Consumer Rights Protection and Human Health Control Service (Rospotrebnadzor). In case of unfavourable weather conditions, we limit the motor transport use, cut off the pipelines and convert to electric drives, thus reducing our consumption of gas and cutting emissions of vapours and combustion products. Numerous measures are taken. During such periods, our laboratory performs more analyses on the production site and in the sanitary protection zone which are further assessed by third party experts. It should be noted that in 2016 we had 73 % and in 2017 we had 57 % of the maximum allowable emissions. Such effect can be accounted for by upgrading activities and overhaul of the ammonia production units. Three of them have been separated from their combustion heaters which were the main sources of emissions. This measure has allowed reducing the annual volume of contaminating products by 29 tons. Nowadays similar measures are taken in relation to other four units.

Like other city dwellers, I am deeply upset with the current situation observed in the city. However, one should realise that every major enterprise is widely supervised, our activities are thoroughly studied, as under a magnifying glass. Yet, there are many other enterprises existing by themselves. In this respect the former site of KuibyshevFosfor encompassing different small enterprises remains a huge challenge. Not everyone, however, is aware of the products they manufacture, and it could be that their activities are not regulated at all. I suppose this is a large site which may be a point of concern,” says Pyotr Kostrov, Chief HSE Expert in PJSC Togliattiazot.

Public Joint-Stock Company Togliattiazot plans to launch an educational project for those over 50 and older since January next year: all comers will be able to undergo retraining and professional development free of charge at the expense of the local backbone enterprise, rather than under any governmental programs or on commercial terms.
