SAMARA REGIONAL DUMA REPRESENTATIVES VISIT TOAZ

A visiting session of the Samara Regional Duma Industry, Entrepreneurship and Trade Committee was held at ToAZ premises. The deputies came to look at work of the largest producer of ammonia in Russia and discuss cooperation between the company and the regional authorities. The delegation included vice chairman of the Samara Regional Duma Industry, Entrepreneurship and Trade Committee Svetlana Beskorovainaya, the committee members, deputies of the regional duma, representatives of the Togliatti Urban District duma. Deputy Minister of Industry and Technology of Samara region, Head of the Petrochemical Complex Administration Andrei Shamin also participated in the session.

The visit to Togliattiazot began with a tour around the company's manufacturing site, in the course of which the deputies visited control centers of the sixth and the seventh ammonia plants, as well as Reaktsionnye truby, LLC production.

After the tour a committee panel was held at which CEO of CJSC Corporation Togliattiazot Vyacheslav Suslov, CFO of CJSC Corporation Togliattiazot Nikolai Neplyuev and Deputy CEO for business operations of CJSC Corporation Togliattiazot Victor Kazachkov presented reports on the results of the company's activities and its development prospects.

Among the main issues on the meeting agenda was the temporary halt of ammonia transit via the territory of Ukraine. Commenting on the current situation Vyacheslav Suslov said: "The transit resumed now, ToAZ is increasing production output. Meanwhile we continue to boost supply to the domestic market, which is also important to us."

In his report Nikolai Neplyuev emphasized that despite the financial difficulties ToAZ continued the implementation of the strategic projects, particularly modernization of ammonia plants and engineering of the third urea plant; its construction is planned to begin in 2017. The company's CFO pointed out that the enterprise is actively trying to raise additional investment sources for the main projects. The total volume of investment in the company's development by 2021 will exceed 80 billion rubles.

During the session the participants also discussed the issue of providing higher handling capacity of the Zhigulyovskoye morye railway hub. In 2016 the load/unload time of the cars on the station increased twofold compared with 2014. In connection with the growing volume of Togliattiazot's transportation and active use of Khimzavodskaya station by other enterprises of the city ToAZ experts proposed preparing a complex program of the hub development. Deputy Minister of Industry and Technology of Samara region Andrei Shamin pointed out that work on that issue is already being done.

The delegates also discussed environmental issues, particularly the subject of construction of a large landfill for disposal and processing of waste within Togliattiazot's sanitary protection zone. ToAZ experts drew the deputies' attention to an important aspect — the road to the landfill which is being designed is crossing the existing underground trunk gas pipeline. Moreover, the landfill may cause overexploitation of the company's sanitary protection zone, as its expansion will affect the neighboring residential area. It was agreed that the project requires detailed analysis from point of view of industrial, fire and ecological safety.

Summarizing the results of the session, vice chairman of the Samara Regional Duma Industry, Entrepreneurship and Trade Committee Svetlana Beskorovainaya pointed out: "We were presented with strategic investment projects which will help create jobs, upgrade production and increase tax payments to both the Samara region and federal budget. Other concerns were discussed too. Among those are the plans to build a waste landfill in close proximity to Togliattiazot, within its sanitary protection zone. There are also the issues connected with transport logistics. All the issues are recorded and put under our control. We will examine them in cooperation with our colleagues at the housing and public utilities and transport committees, sectoral ministries and Russian Railways.

In the course of the session the main tasks were set which require the regional authorities' attention. The protocol of the meeting is directed to the Samara Regional Duma Industry, Entrepreneurship and Trade Committee for further examination.
